Dr. Timothy S. Bailey, MD, FACE, FACP, CPI

President & Founder, Principal Investigator

Dr. Timothy Bailey is certified in endocrinology, metabolism and internal medicine, Dr. Bailey has specialized in treating patients with diabetes, osteoporosis, thyroid diseases and lipid disorders since 1990. A clinical associate professor at the University of California San Diego School of Medicine, he is very active in conducting clinical trials, educating patients and physicians, and consulting with technology firms to improve patient care.

Dr. N.Celeste Bailey, PhD

Chief Scientific Officer, Principal Investigator – Human Factors Testing

Dr. Celeste Bailey serves as the Chief Scientific Officer for Headlands Research AMCR Institute. Additionally, she heads the Human Factors testing team helping manufacturers understand both end-users and the usability of their medical devices. Dr. Bailey earned her Ph.D. degree in biomedical sciences, with emphasis on molecular immunology, from The Mount Sinai Medical Center of the City University of New York, conducting her graduate research at Columbia University. Her subsequent post-graduate work was in the Department of Medicine at the University of California, San Diego. She is a recipient of post-doctoral fellowship grants from NIH National Research Service Award (NRSA) and National Kidney Foundation. Dr. Bailey is a member of American Diabetes Association (ADA) and American Association of Immunologists (AAI).

Laura Bedolla, CCRC

Site Director

Laura Bedolla serves as Site Director at Headlands Research AMCR Institute. She started working in clinical research in 1991 and has been involved in site management since. She is responsible for the implementation of clinical studies for drug and devices since 1993. This includes trial execution and management, contracting and budgets and monitoring of strict protocol adherence.
Laura also serves as Regulatory Liaison and is responsible for the management, preparation, and submission of clinical documents for Investigational Review Board and Sponsor submissions. Laura ensures all regulatory and IRB documentation is in adherence to FDA Regulations and ICH/GCP Guidelines.

Carmen J. Ostermeier, M.S., Pharm D

Chief Development Officer

Carmen Ostermeier has overall strategic and operational responsibility for marketing to, communication with and development of sponsors, partners, research subjects and AMCR Institute staff. She applies deep knowledge of the market, operations, and business processes to guide the organization to achieve strategic levels. As a licensed pharmacist in Europe she received her master degree and PharmD from the University of Greifswald, Germany. She lectured at the Medical Academy in Dresden, Germany. Her career in clinical research and in the pharmaceutical field spans over 30 years.
